1. Start with the logic model. In general, if a project element (an activity, output, or outcome) is important enough to be in the logic model, consider including it in the evaluation. However, it is likely not practical to evaluate everything in the logic model. Go to step 2 to prioritize what will be included in the evaluation. Performance Target
